INTEGRATING CRISIS MANAGEMENT MECHANISMS IN EUROPEAN COHESION POLICY
Abstract:
The series of challenges facing modern society posed by the consequences of the global economic crisis, the debt crisis in Europe, the Covid-19 pandemic, the war in Ukraine, etc. inevitably determine the relevance of research in the field of crises and the mechanisms for dealing with them.
The aim of this publication is to examine the effectiveness of the introduced crisis management toolkits within the EU. The research methods used are limited to the study of scientific knowledge on the relevant issue, critical analysis and expert evaluation of the adopted approach to recovery by the Community. As a result of the conducted research, the tools that the EU applies to deal with the negative consequences of Covid-19 and the war in Ukraine have been clarified. Priority areas for impact are identified depending on the applied mechanisms and new horizons for development are defined. In this context, the role of integrated territorial investments (ITI) in this process is also considered.

MEASURES TO BALANCE THE LABOUR MARKET: AN INSTITUTIONAL PARTNERSHIP BETWEEN BUSINESS AND THE VOCATIONAL TRAINING SYSTEM
Abstract:
The study aims to identify imbalances, obstacles and opportunities for realizing the capacity of institutional partnership between employers and vocational education institutions (the case of Lviv region in Ukraine) to balance the labour market. The study is based on the general scientific methods of research – analysis, synthesis, logical generalization and decomposition, as well as special methods – sociological survey and the method of weighted harmonic mean. The methodological tools of the sociological survey include a three-part questionnaire aimed at identifying business needs for workers and business willingness to employ graduates of vocational education institutions (VEIs), as well as substantiating the opportunities for cooperation between VEIs. The study shows that there is a significant shortage of workers in the region (especially locksmiths, construction workers, turners, electricians, etc.) in such economic sectors as water supply, sewerage and waste management, agriculture, forestry and fishing, mining and processing industry, service sector, etc. The authors reveal a low level of cooperation between VEIs and businesses or that of a purely formal nature, which affects the extent to which enterprises are staffed by workers. They also identify a significant need for coordination between businesses and VEIs to meet the demand for workers and the specific occupational and qualification characteristics of graduates. The study reveals the main obstacles to the spread of dual education and substantiates promising areas for its modernization.

SOCIO-ECONOMIC ASPECTS AND RISKS
OF URBANIZATION IN KAZAKHSTAN
Abstract:
The article presents theoretical and practical issues of urbanization. The paper explores the theoretical concepts of regional development and their specific practical implementation.
The statistical data on the population of the Republic of Kazakhstan for 2019 and 2020 are analyzed. An analysis of the factors of urbanization in the regions of the country is made. The relationship between the processes of urbanization and population migration is shown. Regional differences in the level of urbanization of the cities of the republic are given.
The paper notes that urbanization should not be an end in itself, but it is only a consequence of the effective distribution of productive forces. An example of the rational management of the urban environment should be a rational system of urban construction, public utilities, all infrastructure and the creation of a comfortable cultural environment.
The paper proposes the development of rural entrepreneurship as an alternative. Correlation dependences of interrelation of urbanization with factors of migration, industrialization and economic growth are given. A model of the dependence of urbanization and these factors is proposed. The article also notes that urbanization for Kazakhstan may pose some threat due to the relatively low population density and the decrease in the population of remote settlements and uncontrolled migration of the population. It is necessary to continue researching the processes of urbanization of Kazakhstan in the direction of developing the theory in relation to the characteristics of a country with a low population density. In terms of practical recommendations, our research should provide some incentive to further control migration processes and increase the level of industrialization of the regions of Kazakhstan.

A CREATIVE APPROACH TO CONCEPTUALIZING AND INTEGRATING TOURIST PRODUCTS/BRANDS
Abstract:
The scope of this paper is to approach creativity in conceptualization, designing and marketing of tourist products.
Special attention is paid to the relation “Tourist potential of a region – tourist attractors – tourist products/brands – tourist products/brands marketing”.
Consequently, we have presented certain models of a creative process, namely the tourist product’s superstructure, structure, infrastructure and infostructure. They are regarded as objects of creative ideas, insights and visual models of tourist products. Special attention is also paid to the integration of tourist products in so called integrats. The creative marketing process of original tourist products is also structured.
Attention is also paid to possible approaches for integral usage of the Danube river tourist potential. Concrete tourist products/brands which could increase the attractiveness of the region are presented. One of them is the Bulgarian Danubian coast.

A HOLISTIC APPROACH TO REGIONAL BUSINESS DEVELOPMENT
Abstract:
The article is outlining the problems and the need for alternative (also called diagonal) approach in the development process of the regions and in particular în their business spheres. In this regard the first part clarifies the object of study - the region and its business sphere.
The next part is looking for an answer to the questions: how the regions can be transformed into business networks and how to become pillars of their overall (holistic) development; how in the process of their modernization to be used the achievements of megatehnologic revolution of the XXI century?
Afterwards certain models for organizing initiatives for regional /local business changes are presented.
