CYBER THREATS MODELING: AN EMPIRICAL STUDY
Abstract:
The immediacy of this study is determined by the need to fight back against the modern cyber threats that arise in the process of building a digital economy. The issues of countering various cyber threats in the activities of small and medium enterprises, firms stand to be a serious problem. Its relevance is constantly increasing. This is due to a number of objective reasons, the main of which are the following.
Firstly, the globalization of economic processes, which leads to a situation where the technical, software and information component of the Information System (IS) is the same in relation to all countries developed in terms of information.
Secondly, a significant change in the landscape of the IS threats themselves. It should be noted that the changes affected both quantitative and qualitative characteristics.
Malware, Network Scanning, Man in the Middle, Phishing, DNS Spoofing, Trojan Horses. These are just a few examples of cyber threats carried out against small and mid-sized businesses and government information systems every day.
The current condition of the information security system of governmental and commercial structures does not provide efficient resolving of up-to-date cybersecurity problems and creation of confident interaction between the critical infrastructure objects.
It should be assumed that there is a need to update the theoretical and methodological base and practical developments that can protect the rights and legitimate interests of the individual, business and the state from modern security threats and increase the level of security of our economy.
The article logically combines the study of the modern landscape of cybersecurity threats, the construction of an empirical model of security threats (with the allocation of a monetization block), the demonstration of the results of processing statistical data characterizing the distribution of the frequency of occurrence of specific threats.
The paper aims to build an empirical model of cyber threats based on a study of huge number of relevant literature sources and statistical data.

AN ASSESSMENT OF INFORMATION
SYSTEMS FOR THE INDEXATION
AND ANALYSIS OF ONLINE PUBLICATIONS
Abstract:
The article studies the methodological issues related to assessing the information systems for the indexation and analysis of information available on the Internet. The comparative analysis of such information systems can be performed only after we define in advance assessment indicators and experts determine their levels of significance (weighted coefficients) in addition to providing access to the necessary data sources. In this research, the latter are represented by a number of Internet resources, which provide characteristics and information about the architecture solutions effective on the market nowadays. As a result of the determined weaknesses and disadvantages of the implemented systems, the last part of the research offers a concept for the development of a similar information system. Based on this, the article outlines the advantages of this concept in comparison with the existing alternative solutions.

SOFTWARE SOLUTIONS FOR MANAGING PROJECTS CO-FINANCED UNDER
THE EUROPEAN UNION’S OPERATIONAL PROGRAMMES
Abstract:
This article is dedicated to the problems of software solutions used for managing projects. A task like this one is full of many challenges because, on one hand, on the market there are many versions of software platforms developed for managing projects. On the other hand, the projects co-financed by the Operational Programmes of the European Union are very specific. These peculiarities are related mainly to the complexity of the documentation combined with the need of serious financial planning of the interim and final reports. Adhering to task schedules is a key moment in planning and returning of funds. The development of the research topic includes a description and an analysis of software solutions that are often used for managing projects. The article also provides a comparative analysis of project management software features based on a defined number of criteria and indicators. The findings of this analysis permit the formulation of recommendations for the development of new systems, which will allow users to manage the funds received under EU projects adequately, and according to schedules.

THE STATE OF E-GOVERNMENT AND DIGITAL ADMINISTRATIVE SERVICES IN THE REPUBLIC OF BULGARIA
Abstract:
The present article focuses on the problems of e-government and digital administrative services on a European scale and in the Republic of Bulgaria in particular. This is a controversial topic, important for all economic and social processes. In the context of the evolving Covid-19 crisis, investing in new digital administrative services can bring added value and significantly improve services provided to citizens and businesses. The study focuses mainly on the state of e-government and digital administrative services at a European level and in Bulgaria in particular, as the analyzed data cover the period from 2003 to 2020. As a result, some conclusions are formulated and a course of searching for opportunities to expand the policies towards developing individual components and systems, part of the e-government, to develop and change the administrative services provided, and to increase the efficiency of the services in the public sector is outlined.
